The planning phase of your predictive lifecycle construction project was very easy and did not take much time. You find that the design and implementation piece are taking much more time than they should and also bringing your project over budget. What went wrong?

	The project manager has been replaced near the end of the planning phase and the new project manager wants to "begin" the project as soon as possible.
	Rolling wave planning is not appropriate for this approach. It makes the other phases much longer than they should be.
