The project plan has certain elements in common but can be in a variety of formats. While we are free to choose the format, our project plan should contain a problem definition, a precis, and a research plan RELATED TO THE INTELLIGENCE ENVIRONMENT.

The problem definition section is short section stating our topic and the primary focus of our research and briefly explaining that question or topic in terms of a series of subsidiary questions. Break down those questions into appropriate subquestions that will demonstrate us have thought through the needs of our research., This section repeats and to a lesser extent builds on the problem decomposition we have already submitted. One way to think about this section is to understand that its intent is to outline the questions we will need to answer in order to drawn conclusions for our overall intelligence assessment. IN other words, think in terms of "in order to answer my research question, what do I need to know?"

The second part is the precis. This is a short section in which we outline the basics of our overarching research topic. Our precis should be about two or three paragraphs providing a little background and explaining why the question and our research are relevant to us customer and why the question needs to be answered (other than simply saying the customer requested it).

The research plan section outlines the steps we plan to take to conduct our research and complete our analysis. To do this, we will want to address the kinds of evidence or data we will need and try to gather, the analytic techniques we chose in an earlier assignment we will use, and the scope of the conclusion we think that we will be able to draw.
