Whereas the lower-level employees may not see themselves fit enough to take the opportunities for furthering themselves as often as the higher-level employees. This can be good with the growth of the individual, but it's not the best look when things are not equal based on length with the company. This could discourage the lower-level employees.
In situations like this, encouraging lower-level employees to take advantages of these opportunities requires some growth in confidence within themselves and the knowledge they have learned and implemented. Getting more hands on with role playing and mentorship may be the best option for these employees to get started on taking the next step. This would give them an advantage to the competition of the higher-level employees while also keeping the organization at an equal balance with promotions. Also, creating a positive environment where people can feel like they can grow is essential. Incentives that are financial or recognition based is a good start.
