The three main objective for our team when we had a recent move $($not full renovation but the medical team moved from two floors down$)$ were

Zero disruption of workflow

We had to minimizes the impact on the day$-$to$-$day business activities of the office. We had no wiggle room here as we support the field teams, so they could not feel any lack of support based on the move. We also could not complete the move on a Sunday due to our contract with the building, so we got creative.

$2$ Cost effectiveness

This was the reason for the move. The team had grown so the need to move to a large space was important. So spending the least amount as possible on the move and retro fit to the space was point of discussion.

$3$ Timeliness

Again, the effect on the field support was our biggest concern, so a quick move was the goal. More than people and computer moved, we need new office furniture $($and it's assembly$)$ so we set a schedule ahead of time to determine what would move when, and which pieces needed to move on which days.

Costs were considered easily in this case, but on the larger scale mentioned in the example the following could be used:

$1$Bottom$-$up estimation: This involves estimating the cost of individual components of the project, such as labor, materials, and equipment, and adding them together to arrive at a total cost.

$2$Analogous estimation: This method involves comparing the current project to previous, similar projects and using the cost of those projects as a basis for estimating the cost of the current project.

$3$Three$-$point estimation: This approach involves estimating the cost of the project using three values: a best$-$case scenario, a worst$-$case scenario, and a most$-$likely scenario. The three values are then used to calculate an average cost estimate.

Schedules were kept identifying the critical path, is the sequence of activities that must be completed in order to finish the project on time. By identifying the critical path, the project team can focus their efforts on ensuring that those activities are completed on time.

In addition other options are PERT estimation or Monte Carlo simulation.
