There is no universal policymaking process. Instead, there are various perspectives on policymaking, implementation and policy evaluation. The challenges facing most governments is the implementation of the policy and post$-$implementation evaluation. The South African government has great policies, but these have not yet beard fruits to its citizens either due to lack of implementation or proper evaluation.
