Destruction of the Asengseng Forest: The Need for a Project Intervention
Asengseng, a remote community tucked away in the hinterland of Kandrian, West New Britain Province, used to have a tranquil and virgin forest that provided a natural habitat for flora, fauna, wildlife and ample water source, hunting ground, and gardening land for the people of Asengseng. The forested area covers more than 300 square kilometres and has a deep connection with the Asengseng people physically, spiritually and economically. Economically, the forested area has been a hub for eco-tourism, especially for tourists wishing to spend time in its wilderness to experience nature, and for tramping and bird watching.
Until five years ago, this remote pristine community began experiencing a rapid depletion of its forest and hence the beginning of its problems.
There are a number of major causes to the depletion of forest. This includes the careless clearing of land by locals who are looking for a fast buck using walkabout sawmills, unsustainable logging operations by Asian logging companies frequently without appropriate monitoring and enforcement, ineffectiveness of authorities to enforce standards, a slash and burn at wanton by locals resulting in the unnecessary clearing of the forest, the lack of an active reforestation program action to reclaim the forest back and the lack of a forest project team to spearhead the work on reforestation. These in turn are caused by several underlying causes, which need to be understood if positive action is to be taken.
The deforestation exercise has caused many problems including, the degradation of land causing erosion and depletion of the soil, destruction of water sources for dinking, destruction of hunting and gardening land, severance of income from tourism and the depletion of the virgin forest. Land is being cleared faster and nothing seems to replace the once vibrant forest. Grass and small undergrowth is now covering what used to be a tranquil and virgin forest. The future scenario of the People of Asenseng is bleak if this situation continues. Restoring this once virgin forest is a must for the wellbeing of the Asengseng people and its future generations.
Instruction
1. You are to prepare a Logframe Matrix (like the one in Figure 25 below) using the Logical
Framework Analysis (LFA) for the case before hand in a tidy manner, and word
processed in 1 or 2 sheets of paper (depending on how long it is). All the columns should be completed.
Refer to the EU Project Management Guidelines on the Logical Framework (LFA) given to you to prepare the Matrix. Also, study carefully the LFA to acquaint yourself on how the project is formulated using the LFA.
