The sufficiency, effectiveness, and efficiency contribute to the safety and security of the ship by having a systematized procedure. The Safe Navigation and operations at sea by having a standard and regular training onboard. Following safe procedures for safe operation on board and for the purpose of Prevention of human injury and loss of life. The Safe Manning procedures must be implemented effectively by the captain. The minimum safe manning notes that it is a function of the number of qualified and experienced seafarers. A thousand Gross tonnage vessel requires all experience and qualified crew member.
