3. You are required to write a 10-page report (this includes the cover page and your reference page).
4. Beside the resources in your textbook, you are required to use at least three outside resources (minimum of four resources).

1. Executive Summary which explains content of paper in high level detail

2. Overview which introduces the topic

3. Background and Issues - this section should get into specifics of tax issues 4. Taxpayer Impact-explain how taxpayers and other stakeholders are impacted 5. Conclusions and Personal Reflections - add your own opinions and reflections/recommendations here
