To make a project accept/reject decision using a decision tree:

you start in the middle of the decision tree and work both forward and backward through the decision process.

you start with the decisions that lie furthest into the future.

you make the decisions in the top half of the tree prior to those in the bottom half.

you begin with the decision at Time 0.

you can make the decisions in any order of time.
