Under the Prison Litigation Reform Act $($PLRA$),$ in order to grant or approve prospective relief in any civil action with respect to prison conditions, a court must find all the following except:

The relief is narrowly drawn.

The relief extends no further than necessary to correct the violation of a federal right.

The relief plan is first approved by the state governor and legislature.

The plan is the least intrusive means necessary to correct that violation.
