request in the form of a conformance specification, from an officer of the Information

Technology (IT) department, for the procurement of an IBM v8700 Series Storage Hardware

(Hw) for your ministrys datacenter. The Hardware is estimated to cost a circa $1.2m. The request

had indicated a constraint timeline within which they expect that procurement department

conclude the sourcing processes, award, and execute the contract for the supply and delivery

of the Hardware.

REQUIRED:

a) Review the request so received and determine the next course of actions

b) Assuming that the request is regular and it is a must sourced for requirement, outline

f) Assuming the country of origin of the v8700 IBM Storage Series is the United States

of America (USA) however, by regulation the tender and award currency code was

Ghana cedis (Ghs). At the time of award and effecting the commitment to the approved

and successful bidder/vendor for the supply and delivery of the Hw, the $/Ghs was

$1/Ghs8.75 i.e., on November 2, 2022. The total contract value and the PO amount for

this same period, for the Hw was Ghs10.5m. The agreed payment days after Hw

delivery by supplier was 45 calendar days and delivery had been made and accepted as

of Feb 25th, 2023. The $/Ghs rate as of 25/02/2023 was $1/Ghs13.1. On Feb 26th, 2023,

you received an appeal letter from the supplier who delivered the Hw, requesting that

contract value be reviewed to reflect the current prevailing exchange rate.

i. Provide a detailed review and next step actions you will take to address this

concern.
