Use python please. You can you any seaborn, pandas matplot if needed

I need code that will allow me to the upper left quadrant from a matrix to form a mini matrix.

Since I will not know the future dimensioning of other future matrix you should not hard code.

The code should read the dimensions of the matrix given and split the matrix into 4 by dividing the row and column size by 2.

If the columns can't divide evenly then shave off the first column, if the rows cant divide evenly then shave off the first row. (ie the col/row values furthest from the center)
