Using a starter arduino kit make a prototype with 4 inputs and 2 outputs. For the 2 outputs it is a led light and buzzer/alarm. For the 4 inputs it is a temperature sensor and 3 buttons. 1 button enables the alarm to work, 1 button disables the alarm, and 1 button does a test signal making the alarm/buzzer go off and the led to glow. The temp sensor once the enable button is pressed watches the temp and if a room gets warm the alarm and buzzer go off. normal room temp is the test to show it works properly.
