b the year where a maximum number was counted and its value
c the year where a minimum number was counted and its value
Implementation Details:
No need to find ALL the maximums and minimums, just print the first maximum and minimum found in the dataset. For example, multiple parks had visitorscampers for some of the years; there is no need to include all the parks with that minimum, just the first.
Follow the printed output as closely as possible, including the asterisk lines and similar spacing. Points will not be deducted for slightly different white spacing. However, points will be deducted if the printed numbers do not line up
