Web and database security

I am trying to conduct educational study on webgoat but i cant connect to webgoat because my kali linux is on default setting hence it cant access port $8080$ to open webgoat login page. please how can i can overide the default setting to access webgoat login portal

I was able to download webgoat and java successfully. So i copied the webgoat path $/$webgoat$/$

Opened a browser then typed localhost:$8080/$Webgoat

It returns that default setup, still cannot connect on port $8080$
