What if  there are situations where a victim could be shielded or protected by "no discretion" and "no drop" policies in that their abuser can no longer point the finger at the victim as being the accuser against him? If the prosecutor has independent evidence of abuse without needing the victim's testimony but the victim says she wants the charges dropped, what would I do as the prosecutor?
