This project had been launched under the oversight of Lius vice-general manager, Jun Wang. However, not only had Wangs efforts failed to produce the highly anticipated performance improvement, but also various internal conflicts at the company had intensified.

During that month in 2010, the weekly production coordination meetings had become the focus of an unusual level of negative feedback from the heads of each department. All participants had voiced grievances about the extreme difficulties they faced at work. For example, the sales department complained that the production-planning department had not fulfilled orders in a timely manner, which resulted in customer complaints and even the threat of legal action. The production director asserted that parts and materials were not delivered to the factory on time by the procurement department. The procurement department alleged that the technology department had not provided parts and material code numbers in time for parts to be ordered.

These examples illustrated only a few of the conflicts, and, as a result, the meetings involved some heated debate. To add to the tumultuous atmosphere, the production director had visited the general managers office on numerous occasions to voice his frustration that delivery times could not possibly be guaranteed when the current production output was only 60 per cent compared to previous periods. To make matters even worse for Liu, a group of customers had created a disturbance on the company premises following a long delay in the delivery of buses. The police had to be summoned to the company to calm the situation.

Wang accepted responsibility for the companys difficulties and resigneda turn of events that left Liu with a significant challenge. How was he to solve the decreasing production output, the production inefficiencies, the shrinking market share, and the deteriorating financial position? How would he direct Haifei, the former bus-industry leader, back to a position of prominence? Liu was deeply committed to his role at Haifei, and he was determined to overcome each one of these complex challenges.
