What specific measures are being used under Pay-for-Performance models to assess quality (or value)? Are these valid measures? Do hospitals and physicians have control over it? What about patient compliance is it fair to penalize providers for (poor) choices made by consumers? I know many healthcare executives who view the idea with skepticism that its just another way for the payors to ask for me, and pay less? Are they right?
