What would you do? Write a few paragraphs explaining the thought process. Even better if you use academic journals etc.
You were hired to implement the project management framework at a small financial institution. You were told in the interview process that the need for a project management framework is driven by external audit findings. A regulator reviewed operational controls and determined projects were implemented inconsistently and not in accordance with best practice. This includes but its not limited to, without appropriate vendor management, risk control, budget approval, sufficient testing, and change management controls.
When you started, you met with the heads of each department. A few things became clear quickly.
1- Some departments adhered to project management standards and others did not.
2- Projects were often completed in silos and without consideration for what others were doing. Often teams were not notified until resources from their department were needed to implement. This resulted in confusion and project implementation delays as resources were not available when needed.
3- Many departments didn't have documented processes and procedures.
4- Pretty much everyone is resistant to change. Management acknowledges that your role is needed (it was an audit finding!) but you are having trouble getting support to implement the required changes. While leadership supports the framework verbally, they consistently make exceptions.
