When is the only time information from pay stubs is allowed for efiled returns?

It is January $15,$ and the taxpayer does not want to wait until they receive their W $-2$ to file.

It is February $1,$ and the taxpayer does not want to wait until they receive their $1099-$R to file.

The taxpayer is not able to get a W$-2$ and their pay stub is used to complete Form $4852$ in accordance with the use of this form.

The taxpayer is ready to file, but lost a W$-2$ and does not want to wait for the replacement $W-2$ from the emplyyer.
