Write a function that acts like the Python Range. The function must take compulsory one argument and 2 not-mandatory arguments. Users can send the range as a single number or send both lower and upper bound or step to count it from (Descending). Both Upper bound and Step are not mandatory to send via function call but prototype must be define and the code must be available to solve any of the arguments passed via the main function.
