Return a new ArrayList with each element repeated numRepeats times.

For example, if we had an ArrayList list with the values $[$hello$,$world$]$:

repeatElements$($list$,3)$

Should return a new ArrayList with the elements:

$["$hello$",$ "hello", "hello", "world", "world", "world"$]$
