If the user enters an integer not in the range or something other than an integer give an appropriate error message and reprompt the user to enter an integer between 1 and 10,000,000 until he enters an integer according to the specifications.

After the user enters an appropriate integer, your program should find the closest Highly Composite Number (Anti-prime Number) to this integer. If X is a Highly Composite Number itself print X and give an explanation.
