Question 1: - Chapters 1 and 2 in the Jerolleman and Kiefer (2015) book highlight some of the ways in which government works more closely than ever with private sector organizations in terms of basic emergency management functions. The Kayyem and Chang (2002) paper, while a bit dated, does offer some specific and helpful ideas on how the private sector can, or perhaps should, be engaged in preparedness for disruptive incidents. What is your view of (a) such current trends, as discussed in J\&K, Chapter 2? (b) On balance, does greater working relationships with the private sector promote more effective community capacity to deal with hazards and risk? (c) And what is the appropriate division between public and private sectors on these issues? Question 2: - The Egli (2020) reading discusses the value of P3s as being part of a "coordinated governance framework." What does he mean by that? The Garvin \& Bosso (2008) paper offers examples of how to assess whether complex and sometimes competing interests interact or collaborate on critical infrastructure projects. From the examples in these readings, what do you think are the key elements in developing effective P 3 arrangements for critical infrastructure development and protection? Question 3: - Boyer (2019) provides an interesting assessment of the basic relationship between private sector and government sector actors when it comes to producing community resilience (particularly in the area of resilient infrastructure). How would you describe the respective roles of the two sectors in term of accomplishing the goal of more disaster-resilient infrastructure? And how do you think differing views of resilience and resilient infrastructure affects a community's ability to achieve such a goal
