In your view, does the management phase or functional area of the emergency or disaster management cycle matter to how P3 arrangements might be set up, or be incentivized to be set up? How might management phase or functional area affect variation in P3 performance effectiveness? Question 2: - The Siciliano \& Wukich (2017) paper provides a thorough discussion of how networks of organizations form during disasters. The Eller, et al. (2015) paper and the Lambeth, et al. (2015) chapter offer some specifics on what and how voluntary nonprofit organizations provide services in disaster early response and recovery phases. From these articles and chapter, please discuss your view on the relative effectiveness of such networks in providing community disaster-related services on a large scale. Specifically, what is your view or understanding of how well such networks might work, how do you think internal governance for a disaster nonprofit organizations might compare to private, for-profit organizations that provide services, and how might that affect network collaborations? Question 3: - The Bealt, et al. (2016) article provides a really useful exposition of humanitarian logistics issues in disaster relief operations. Specially, the authors examine how humanitarian organizations, who are in the business of providing direct disaster relief services, might work with logistics services firms, who are in the logistics business, of course! Please review the barriers for cooperation or collaboration between those two sets of organizations - and what possible solutions to those barriers might look like. In your view, how might a P3 or P3-like arrangement help address these coordination challenges in a humanitarian disaster relief situation
