Section 1: Argument Analysis [10 points) Walking to Nowhere Every morning we can see lakhs of people, including fresh-faced children going to school, being menaced by speeding buses, cars and motorbikes as they are forced to dodge traffic and scramble across all sorts of obstacles, just because the sidewalks are unusable. The shocking and shameful state of Dhaka's sidewalks is a national disgrace. There is an estimated 500 kilometers of sidewalks in Dhaka. Most of these, excepting some small sections in upscale neighborhoods, are in a miserable state. They are occupied by illegal makeshift shops, illegal extensions of shops, street vendors, construction materials, slums, garbage and illegal parking. Footbridge stairs, utility poles, and police boxes seem to occupy whatever space is left. In fact, an electricity pole and a footbridge structure gobble up the entire pavement in front of Titumir College in Mohakhali. Only a lone pedestrian can squeeze through the remaining space, which is also filled with the dirt of floating people sheltering there at night. It means pedestrians shun it. An expert from BUET said that perhaps 50% of people who died or were injured in accidents were walking on the roads. They have to walk on the streets due to the occupation of footpaths, or their complete absence. The number of road accidents would have reduced if the footpaths were pedestrian-friendly, he said. He said that most major roads lack usable sidewalks, which is a real embarrassment in one of the major cities of the world. A walk on any of the Dhaka sidewalks is enough to have a dismaying picture of the situation. For example, one can see evidence of serious mismanagement by the authorities while walking from Nilkhet to Manik Miah Avenue. But he said there are problems which have been there for a long time. They have found no alternative place to move utility poles and police boxes as well as the bus ticket counters, and conceded that the pedestrians are facing great difficulties in moving freely. There are obstacles, of course, to fixing the situation, and many possible solutions. But complacency about the current situation and a lack of initiative on the part of both the authorities and the citizens who endanger their lives every day seem to be holding us back.
