You are the project manager for a US-based NGO that focuses on HIV/AIDS prevention among at-risk communities in a country in Central Asia, a region of the world with a fasting growing HIV/AIDS-infected population. In this country, most HIV-positive people are urban sex workers, who usually work in groups of 4-8 people, with one worker an informal leader. In this sex worker community, there is usually a higher-level leader who manages 3-6 of these smaller groups. Most sex workers are women; most managers are men. Sex work is illegal in this country, but government officials tend to turn a blind eye there are rarely arrests. In this scenario, you are the only foreigner working on the program in-country. You are female, and you have a team of 4 male staff to work with you on it. You speak the local language fluently, but with a strong American accent. Five months ago, you received a large grant to cover your programming in this area for three years. As part of the grant, the donor required that you make use of participatory development strategies, and that you report on them in your overall bi-annual report to the donor. Your first report is due to the donor in 2 weeks (6 months after you started the program/received the grant). Your boss wants you to write about this part of the program within the next two weeks, so that she has time to integrate it all into the overall donor report. For your part of report, the donors have indicated that they want to know that you are using participatory best practice, and that you are linking your participatory strategies and techniques to the programmatic goals that they funded. They want a description of how you have used specific participatory tools, who you engaged in the program they are funding, how you did it, and what the initial outcomes have been. The donors have also indicated that they understand many of the pitfalls and abuses of participation, so be sure to note how you have avoided them in your participation strategies. Note: Your boss has asked different people on your team to write up different parts of the required donor reports. Its your job to write up just the participation section. Because it is going into a larger report, it should be no longer than 2-3 single-spaced pages and does not require introduction to the broader issues.
