You have been doing work as a freelance scrum master, So far, all your experience has been with software development. But recently, you were contracted by a government agency to see if you could help them implement a process change with scrum. You decide to give it a try:

The situation is quite different from what you expected. Although there is a Product Owner, there is no fixed team. Instead, people are pulled from a variety of other projects to participate in the process change for 2 days a week. Apparently, this can't be changed. Another thing that is quite different is the Increment. Instead of tangible increment that you're used to, it seems that this process change involves mostly abstract work. Some examples of the work suggested by the team are: "Update job descriptions". "Draft new legal framework for the renovation process: and "Deploy employee satisfaction survey".
