Your group will lead a contracting effort to construct a new highway loop through a city. This loop will include a rest stop and a "Welcome Center". In addition to the construction activities and materials required, communication tools and systems will be required to support the Welcome Center, and a camera monitoring system of the new loop for traffic control. The total project is estimated at $100 million dollars. The community where the project is located is impoverished and has very high unemployment rates for minorities, youth, veterans and handicapped individuals.
