The recordings of 9-1-1 calls have long been subject to FOIA requests by newspapers and television stations. However, the content of those calls often reveals private information or discloses health information about individuals who have not committed a criminal wrong. For example, in 2011, the release of a 9-1-1 call recording of the response to a call made by friends from the residence of actress Demi Moore seeking help also revealed the actress in a disoriented and under-the-influence state, in other words, an unflattering portrait of a person at an emotional and physical low in her life. However, the recording, obtained by news outlets, also revealed that agencies involved with the call were slow to respond and confused about jurisdiction in the case. Legislation was proposed to ban the public release of these types of calls when there was no criminal behavior. However, opponents of the bill pointed out that the purpose of FOIA requests is often to allow the public to hold government agencies, whether police or administrative agencies, accountable for their conduct and decisions. Discuss whether there should be an exemption or the FOIA should apply to such circumstances.
