The Obama Administration utilized administrative rulings such as the Clean Power Plan rule in order to promote environmental protections in the absence of legislation. The EPA, however, withdrew the rule one month before President Trump took office, and he continued to cut back on regulation in order to promote American industry. Dismantling administrative rulings may be relatively easy. Undoing legislation is not, especially given the many moving parts of environmental law. What about market forces? Will the energy sector continue to transform even if regulation is reduced, moving further towards renewable energy? Clean gas-fired plants are already replacing coal-fired plants, and consumers are buying more energy-efficient homes and appliances.
