The Project is being implemented by a team and led by a Project Manager. Team updates the kanban board regularly to track the progress. The current board shows- Too many stories in ‘done’ but less work shows ‘in progress’ on the kanban chart. There are too many stories on the ‘to do’ list but very few moving forwards to ‘inprogress’ state what does this mean?

How should the Project manager solve this problem?

A. It is always a good sign as a lot of work is being completed by the team B. The team may be idling due to some reason and not pulling on more work from backlog C. The product owner has not been able prioritize the backlog D. It is a bad sign as throughput must be negatively impacted.
