The ‘learning organization’ is one that facilitates the learning of all of its members and continuously transforms itself (Pedlar et al., 1991). But how can we test whether a particular organization does so? Are organizations that transform themselves necessarily learning organizations, and must an organization transform itself in order to qualify as a learning organization? Organizations can fail to learn (Naot et al., 2004).
