Since 1995, Transparency International has published its annual Corruptions Perceptions Index, which ranks countries by their perceived level of corruption, with corruption defined as the misuse of public power for private benefit. The 2017 index lists the three most corrupt countries as Somalia, South Sudan, and Syria. Part of this misuse of public power for private benefit involves diverting government funds from being spent to improve economic conditions to lining the pockets of government officials.
