NOAA has records for many weather stations around the world. Temperature, cloud coverage, and rainfall are just some of measurements that can be extracted from these stations. The rainfall data is at a daily scale, but for water management purposes, it is useful to aggregate rainfall into monthly totals. The challenge is that weather station data is commonly riddled with missing values, which hinder the characterization of events such as droughts. The figure below summarizes the number of days with rainfall data per month for two weather stations in San Juan, Puerto Rico.
