This film chronicles the election of the “accidental congressman,” Anh “Joseph” Cao, as he became the first Vietnamese American elected to congress in 2008. Mr. Cao ran as a republican in one of America’s poorest districts in us, Louisiana’s second district. At the time of the election in 2008, the district was 65% African American and 75% democrat, and also voted 75 % for president obama. Read the NPR report on Mr. Cao goes to Washington. In particular, listen to or read the interview with film director, Leo Chiang that is highlighted at the top of the article, “listen to the story.” “it’s an important story because partisanship and race have been major issues (and majorly divisive) this election season, and Mr. Cao explores and examines those two themes through the eyes of an idealist centrist who happens to be an Asian American republican,” Chiang said. The study of Mr. Cao’s election and governing raises several important issues that will be discussed throughout the course. In the 2008 election, Mr. Cao takes on incumbent congressman William Jefferson. At the time, Congressman Jefferson was under federal indictment for taking bribes. This was a huge scandal at the time that many of you may remember. Cash amounting to $90,000 was found in Mr. Jefferson freezer!
