The discretion of public administrators can be decreased, but not altogether eliminated. Officials will use their discretion in any given situation especially in emergency preparation and relief. They must utilize a working set of standard operating procedures or guidelines to employ needed efforts to keep the public safe. If for some reason the choices are questioned or careless, they will be assessed and possibly handed over to another public official to deal with and take charge of the situation at hand. This would not be a desirable action and neither would eliminate discretion of public officials completely. Who would take control of the current issues, and if time sensitive, would that other person be well enough informed of the localized area? As you can see, many questions could arise, and in turn could cause mass confusion and miscommunication. I think it is extremely important all public administrators make clear to the public what their disaster plan and standard operating procedures are. This will aid in issues that may arise during an actual emergency and add more insight for the public to fully understand public officials do need to act in discretion because emergency management is never textbook, it is an ever changing and a dynamic role to fill.
