Despite the obvious legitimacy of the result, Trump refused to concede the election. The Trump campaign requested a permit from the District of Columbia's Parks Department to hold a rally, dubbed the \"Save America March\" on the National Mall on January 6, 2021---the day mandated by the Constitution for Congress to certify the result of the Electoral College vote. Parks Department Administrator Michael Mullin granted the request on the condition that the rally take place between 1:00 PM and 3:00 PM, citing concerns that having the rally start earlier (or end later) would create too much traffic during the morning and afternoon commute. The Trump campaign had wanted to begin the rally at 11:00 AM because the outgoing president wanted to give a speech ahead of Congress' meeting at 12:00 PM. Donald Trump told his campaign staff to ignore Mullin's orders and plan to start the rally at 11:00 AM, which they did.
