When needed to explain the reasons for the delayed access to their identified felt needs, the presenting agitator avowed that; the said problem has been a result of lack of health centre construction budgets fueled by intolerable economic climate in the village; the limited planning ability rooted from unskilled manpower; and, money looting culture steamed from long built unquestioning behaviours of residents on issues affecting much of their lives.

If it pleases you let the designers tell us the relevancy of this project, its sustainability and the expected impact it will result to this needy community. We are limited to question about the progress, output(s) and hence the projected outcome(s) from the said project - he continued. Immediately the silence dominated, before the president could ask for the main documents related to the said dairy project for immediate assessment that included; the initial project proposal, a logical framework, indicator plan, project budget, project implementation plan, monitoring and evaluation information system, terms of reference (ToR), and, hitherto progress evaluation reports.
