Read the following case and answer the questions that follow:

On her visit to Kisumwa Village, in Rorya $-$ Mara Region on ${25}^{th}$ June $2021,$ the president of the United Republic of Tanzania, Samia Suluhu Hassan met the citizen with posters labelled $"$we need a health centre in our village: that will reduce the maternal deaths from the current rate of $67\%$ to zero rate; improve child survival rate from the current rate of $45\%$ to $100\%$ and reducing the fertility level from the current rate of $4\mathrm{.}6$ to $3\mathrm{.}5$ rate; all of which are intolerable beyond June $2030".$ When needed to explain the reasons for the delayed access to their identified felt needs, the presenting agitator avowed that; the said problem has been a result of lack of health centre construction budgets fueled by intolerable economic climate in the village; the limited planning ability rooted from unskilled manpower; and, money looting culture steamed from long built unquestioning behaviours of residents on issues affecting much of their lives.

The agitator continued to say, lack of health centre in the village has taken lives of expectant mothers, and hence leading to single parents' households; high child mortality rate and hence reducing future community manpower; and elevation of health costs that propel poverty among the community members. However, before finning his presentation, the far held activist with anonymity, shouted $-$ Your Excellency President", please take your look on the ten years fruitless dairy farming project in this village; for which millions of public funds

have been spent. Question the appropriateness of its design, the efficiency and effectiveness of the monitoring and evaluation systems. If it pleases you let the designers tell us the relevancy of this project, its sustainability and the expected impact it will result to this needy community. We are limited to question about the progress, output$($s$)$ and hence the projected outcome$($s$)$ from the said project $-$ he continued. Immediately the silence dominated, before the president could ask for the main documents related to the said dairy project for immediate assessment that included; the initial project proposal, a logical framework, indicator plan, project budget, project implementation plan, monitoring and evaluation information system, terms of reference $($ToR$),$ and, hitherto progress evaluation reports. Some of documents could not be obtained readily; but an ex$-$post evaluation was called for.
