Basic Python 101

Write a function that takes a picture and a number and will create a screen like overlay.

basicly you are supposed to take a picture and put black dots/pixels every so pixels to make it look like a screen door but im not sure how to spread out and change certain pixels to black every interval(Which is the about of space between each dot or the number placed in the function).
