In the first paragraph, start with introducing the topic and the main argument/assertion for your discussion. You can also start with a typical operational problem you may have found an example for and want to discuss

Describe the operations you have witnessed or researched

If you have witnessed an operations, interview a subject matter expert

What was the intended/expected result? What was the result/outcome?

Perform analysis on related topics including OM frameworks such as competitive priority, quality, lean, cycle time, waste, waiting time, etc.

What makes the operations successful or unsuccessful? How could the operations be improved? What are the lessons learned? Do you have enough evidence to base your conclusions on?

Make your assertions data or evidence based

End with your conclusion/recommendation ensure the conclusion is supported in the previous paragraphs and is insightful
