Develop an ethical culture You are appointed in a management position in XYZ Company, a public entity. Within the first month, you notice that the organisational culture of the company is toxic. Employees in your department stay away from work without good reason, they come and go as they please, and those that are at work, sit around gossiping. You also hear about employees in your department that have their own businesses and who are making use of the organisations resources to run their own side$-$line activities. When you talk to the HR manager about the unethical practices in the organisation, she tells you that thats the way it is$.$ She informs you that supervisors in the other departments are often in on the deals that the employees make with customers who pay bribes to have services delivered. Managers of the other departments turn a blind eye as they are happy to receive their pay checks every month which is being paid by taxpayers. Those who wanted to change the situation, gave up due to threats from employees. Whether services are delivered or not, it makes no difference to them. Customer complaints on the lack of service delivery fall on deaf ears. There is just no accountability. There is a code of ethics, but it is outdated and needs to be updated.
