I have been fortunate to not have this happen yet. But, I would start by showing the stakeholder what to expect to see change wise so that he or she can know what to expect. May people fear change because it makes them uncomfortable when they do not know what will happen next. Giving them clear expectations will hopefully help them understand what to expect and make it easier for them. If they already agree that the problem exits and needs to be addressed it should be fairly easy to get them on board. If all else fails it might be a good idea to sit down with all the stakeholders so they can all voice their concerns openly and help everyone understand what to expect. At the end of the day, if the boss is on board with the plan and getting the change moving than that stakeholder will be forced to implement the change.
