According to the text below, could you please explain why as a manager people choose the below 2 criteria? Or what are the other criteria that managers can choose to make a decision?

"The first criteria to use in making a decision would be making it a group decision if at all possible. In most of my work history and experience these groups represent the people who will be most affected by the decision being made. And because of their knowledge, these people are often the best qualified to be involved in making decisions that affect them on a day to day basis.

The second criteria to use is the bounded rationality approach because it is a realistic approach that takes in the cognitive limitations of the decision maker of both knowledge, computational capacity, and on time constraints; which in my past work has always been a major hurdle. This approach probably is not suitable for all businesses or managers but it depends upon your industry and your companies Mission statement and goals."
