HELLO I need your help with the Question (30 marks)

Central Air is an airline based in the City of Nebraus, serving both international and domestic markets utilizing its fleet of about 60 aircraft. The recent COVID-19 pandemic has hit the airline badly, leading to significant declines in traffic volume and revenue. However, with the mass vaccination locally and in overseas markets, the airline expects that the demand for air travel will recover quickly in the second half of the year. Based on recommendations from organizations such as WHO and IATA, the airline decides to implement the following measures:

• Face masks compulsory for all passengers and crew members onboard flights.

• Free hand sanitizer in washrooms.

• Reminder of social distancing in check in counters and waiting areas/boarding lounges.

• High touch surfaces to be cleaned and disinfected every two hours.

• Request all passengers to do health declaration at departure / check in.

  However, the citys Chief Medical Advisor (CMA) is concerned that these measures may not be sufficient. She points out that in addition to existing requirements, all crew members should conduct a virus check every two days. The aircraft cabin should carry out a deep cleaning by a certified company after each flight. In addition, to ensure social distance, the load factor of each flight should be controlled below 50%.

  The Director of Aviation Safety Operations (DASO) at Central Air is concerned about the CMAs suggestions. He notes that the airline has been struggling to cope with the financial and operational challenges since early 2020, and simply cannot follow such restrictive requirements. He argues that most airlines in the world dont have to comply such requirements, and Central Air has achieved ALARP requirements already.

1. (a) Please provide your comments on whether the additional measures proposed by the CMA should be implemented. If your answer is YES, justify your recommendations and explain possible severe outcomes if such measures are not implemented. If you think the answer is NO, provide suggestion to Central Air on what are the options proving its operations already fulfill the ALARP requirements, and what information may be needed in such efforts.

2. (b) The DASO also argues that a risk based strategy may be used for operations related to flights to and from different destinations. For example, he noticed that Hong Kong classified countries/destinations into different categories, such as Group A (Extremely high-risk); Group B (High-risk); Group C (Medium-risk); Group D (Low-risk). He argues for flights to low risk destinations, the health control requirements can be less restrictive. However, the CMA does not agree to this approach. She notes that the UK government implemented different quarantine requirements for different transport corridor countries based on their COVID-19 control status. However, the UK government subsequently announced emergency border measures to prevent the spread of new variants of coronavirus, and suspended the transport corridors. The DASO still disagrees. He notes that even some countries treat all overseas destinations in the same way, they have different requirements for domestic and international travels. This in essence still follows the risk based strategy. Provide your recommendation whether a risk based strategy should be adopted so that health control requirements to different destinations can be different. Justify your recommendation, identify possible problems and benefits associated with your recommendation.
