How would you reply to this class mate?

Step One:I work for an Early Childhood program and am in charge of enrollment. Fairly new to my position, the Health manager doesn't care for how my boss and I process things through our department. The ladies before us did a lot of their work and because we haven't done it, the Health manager sent out a rude, unprofessional and very disrespectful email to me, my boss, her boss and the director of our program. At first nothing was done in how she presented herself, it is in our policies and procedures on how we must conduct ourselves within the workplace.

Step Two: me (ERSEA Coordinator), my boss (FCP Manager), Health Manager, Program Manager and director.

Step Three: In the email, the health manager claimed that we refused to work with her and that she has tried working with our content area but can't do it anymore. From our point of view, she had never said anything to us prior about her issues, she stopped coming to my enrollment meetings.

Step Four: The health content area could step in to train us on their forms and help assist with the enrollment process, as their paperwork is the majority of the paperwork. Otherwise the FCP content area will continue to be the ones that conduct interviews with families uneducated on the forms and do the best with what we have.

Step Five: We set up follow up meetings and still to this day have no resolution, providing clarification on what each content area with do going forward, their still is frustration on our part on not being heard and the health manager bulling us.
