I know how to do the decimal => binary with dividing by 2 for the 1021 and mult. by 2 for the 0.4, and i know the sign bit will be 0 since the # is positive. I am not sure how to split up that knowledge into getting the exponent value and how to display the mantissa as 10 bits (whether to add a 0 to the begging of 1111111101, or to include a decimal place of the 0.4?)
