I need help answering this question

A study conducted by the research institute of America has concluded that the mean number of times a person eats out during a typical 3-month stretch in the year 1990 was 13 times. Given that times have changed in the past 20 years, with the addition of new restaurants and takeout services, we suspect that that average has significantly increased since then. As such, we want to test the null hypothesis that the people eat out an average of 13 times in a 3-month period against the alternative hypothesis that people eat out more today compared to 1999. To test this hypothesis, assume we distributed a survey to 150 randomly selected adults in San Antonio as asked them about their eating habits.
