II Case Background Circumstances
Presenting Problems
The Springfield County Office of Economic Development is responsible for creating a friendly environment for new and existing business owners to grow their businesses. Maria, the division director, has asked their organization developers Christina and Gilbert to work on a team development intervention to increase performance since her initial plan was not embraced. One of her main concerns is the ability of team members to work closely together. More projects are crossing geographic boundaries which is causing a lot of frustration and confusion among managers about who is in charge. Christina and Gilbert proposed a plan and a list of questions, addressing Maria's concerns, and requested an interview with each member of the management team. What they discovered afterward was conflict among employees, uncertainty about the organization's mission and goals, communication issues, low employee morale, inefficient processes and procedures leading to frustration and delays, and issues with leadership and management causing a lack of trust, support, and unclear expectations.
View of Circumstances
Before the interviews, Christina and Gilbert agreed that they would meet with one another before reporting back to Maria. Both had different views on what intervention should be used to resolve the issues that were presented to them. First, Christina feels that employees must assess themselves as individuals to understand their strengths and weaknesses and analyze their behavior using the MyersBriggs approach, along with a conflict style so employees will be able to storm when conflict approaches. On the other hand, Gilbert feels that it is essential that employees have common visions, goals, and team spirit so they will understand how to perform effectively as a team. For this, they will be provided with set goals that are met with a metric approach, suggesting that goals cannot be met unless there is a strong foundation formed. He suggests using metrics to measure the team's progress.
