Scenario: The Parks and Recreation department is receiving complaints from the local Soccer league that applications to use the Soccer field for Soccer practice is taking too long. Applications are currently paper-based, must be retrieved completed, and submitted in person at the Parks and Recreation central office, and have an approval timeline of 5-7 business days. There is one person who reviews and approves applications and that person sends a manual email to customers notifying them of approval. On a typical day, at least 50 applications are submitted to the Parks and Recreation department and only 10 are approved each day. Approval email notices are sent at the end of the week regardless of the day an application is approved. Often, requests for practice days have come and gone by the time applications are approved and customers have asked the City to address this challenge. You are the manager of the Parks and Recreation department and have been asked to clearly define the problem, its root cause and work with your team to develop a written proposed solution. You have taken those steps as outlined in the enclosed PowerPoint template from Module 2 and have categorized the list of requirements as a business, functional and non-functional to help the organization and the technology providers understand the Parks and Recreation department needs in Module 3. The list of requirements has been developed, the Department of Parks and Recreation has developed a Request to Proposal (RFP) for sending to 5 vendors. A budget of $5000 has been set and RFP vendor responses are due September 15th. Evaluation criteria will be based on the vendors ability to implement by December 1st, meet all functional requirements and implement the solution for less than the budgeted capital. Vendors must submit a drawing of how the automated application process will function, indicate whether all 10 requirements can be met and perform a product demonstration by October 15th. The 1-page Request for Proposal (RFP), Prioritization Scale, and Project Charter have been developed and vendors have responded to your Request for Proposal (RFP). You have also reviewed the vendor responses to determine the weighted score for each requirement and the overall score of for each vendors functional requirements.
